Superintendent’s Message

Advancing Equity and Inclusion for All Students

Benicia Unified School District Community,

Equity and inclusion are core values in the Benicia Unified School District that guide our actions, decisions, and policies. We are deeply committed to fostering an environment where every student feels valued, supported, and empowered to reach their full potential. Our mission of ensuring that “all means all” drives us to provide equal access to programs and opportunities, creating a stronger, more unified community. The entire community benefits and thrives when we uplift those who need support.

BUSD’s top priorities are closing opportunity gaps and ensuring every student thrives in an environment that celebrates diversity and inclusion. One of the most impactful strategies we have found is fostering a strong sense of belonging within our schools. When students feel included, their potential for success increases dramatically. We are proud to see this come to life through meaningful inclusion activities across the district.

Recently, I had the privilege of witnessing several inclusion activities that filled me with pride and inspiration. These moments, filled with joy and hope, exemplify our district’s commitment to equity and inclusion, and I am confident they will resonate with you as well.

At Benicia High School, Ms. Madison Regalado has partnered with the football program to create opportunities for students identified with neurodiversity. These students actively participate as team managers, engaging with players and coaches and supporting the team on game days. Additionally, Mr. Matt O’Reilly and his yearbook students have made football game coverage more inclusive by adapting camera equipment so that students with neurodiverse abilities can photograph the action. Watching these students fully engage in team activities is truly inspiring and highlights the power of inclusion in our school programs.

Another example is Benicia High School’s Unified Track and Field team, led by Mr. Joe Farrel from Matthew Turner Elementary. Unified Sports is a partnership between the California Interscholastic Federation (CIF), Special Olympics, and the California Department of Education. This program allows students with and without intellectual disabilities to compete together in official CIF events. The focus is not on competition results but on creating opportunities for all students to participate, learn, and grow alongside their peers. It’s a vivid reminder of how athletics can bring us together.

At Benicia Middle School, inclusion takes center stage in the student-led recycling program, guided by Ms. Bonnie Ramirez and Ms. Shazette Jackson. Students with neurodiverse abilities lead this campus-wide initiative, encouraging environmental responsibility. They have provided classrooms with recycling containers, educated the campus on what can and cannot be recycled, and regularly collect recyclables throughout the school and the surrounding community. Seeing these students take leadership roles and contribute to their school’s mission is incredibly rewarding.

While we celebrate our successes and recognize that more work is ahead, we are committed to continuously improving our practices to meet the unique needs of every student. Our vision for the future extends beyond our current efforts. I see a BUSD where an inclusionary mindset is ingrained, and every student with special needs is naturally embraced as part of our diverse community. In this vision, “special needs” is not a distinction but simply a reflection of who we are—a student body supported unconditionally as the norm.

To achieve this vision, we must focus on what we can control: creating a culture of equity, inclusivity, and respect where every student is valued and empowered to reach their full potential. We must also increase peer-to-peer inclusion opportunities, where students can build meaningful relationships and learn from one another. By normalizing and celebrating differences, we strengthen the fabric of our school community.

Thank you for your continued dedication to creating a supportive and inclusive environment for all students. Your commitment is appreciated and reassures us that we are on the right path, addressing challenges with urgency and purpose to achieve even better outcomes for every student. Our collective efforts strengthen our community, and together, we will ensure that the Benicia Unified School District remains a place where all students can thrive.
